MIL-STD-3048C - Summary of Changes

Overview

The Department of Defense Standard Practice Air Force Business Rules for the Implementation of S1000D has been revised. The foreword of MIL-STD-3048C (USAF) dated 15 May 2023 outlines major changes to the specification.

Major Changes

The primary updates include:

  • Added Controlled Unclassified Information (CUI) requirements
  • Added emergency border marking requirements
  • Added Scalable Vector Graphics (SVG) file format to allowable formats
  • Added clarification regarding Common Information Repositories (CIRs) and gender-neutral terminology
  • Relaxed mandatory coordination requirements for new information code variants
  • Added Commercial and Government Entity (CAGE) code for the Secretary of the US Air Force
  • Limited footnotes to tabular data
  • Relaxed mandatory titles on level paragraphs for legacy data
  • Added new appendix containing mandatory functionality requirements

Detailed Changes by Paragraph

Paragraph 2.2.2 was revised to add DoDI 5200.48 on Controlled Unclassified Information and DAFI 61-201 on Scientific and Technical Information management, while replacing AFI 36-2101 with AFMAN 36-2100.

Paragraph 3.1 added acronyms: CUI, STINFO, SVG, and TOAP.

Paragraph 4.4.2 emphasizes using <partnumber>, <acronym>, and <acronymTerm> elements when possible.

Paragraph 5.2.1.1 provides updated office and email contact information for requested S1000D changes.

Paragraph 5.5.1.8 requires marking CUI-designated publications using the <policyStatement> element within <pmStatus>.

Paragraphs 5.12.1.1 and 5.12.1.2 removed information code variants from warnings and cautions requirements.

Paragraphs 5.12.1.3 through 5.12.1.5 clarify that these sections do not prohibit CIR usage.

Paragraph 5.14.1.13 notes that "Destruction notices for STINFO are no longer required per DAFI 61-201."

Paragraph 5.14.1.24 clarifies limits on using <functionalItemRef> within <dmStatus>.

Paragraphs 5.14.1.25 and 5.22.1.1 updated references from AFI 36-2100 to AFMAN 36-2100.

Paragraph 5.19.1.1.1 modified requirements for legacy projects regarding titles for specific elements.

Paragraph 5.22.1.2 now requires gender-neutral terms like "Technician A" instead of "Man A" when identifying personnel.

Paragraph 5.23.1.2 restricts footnotes to tables and tabular data only.

Paragraph 5.37.1.2 identifies cv51 as the caveat value for marking CUI, with cv52-cv99 reserved for project use.

Paragraph 5.47.1.6 includes CAGE code 8VG39 for the Secretary of the Air Force.

Paragraph 5.48.1.9 added Publication Module Codes for Integrated Combat Turnaround procedures.

Paragraph 5.54 requires emergency border markings for data modules using specific information codes per MIL-STD-38784.

Paragraph 5.59.1.4 provides CUI banner marking requirements for displayed content.

Paragraph 5.59.1.37 added requirement to print CUI markings from IETPs.

Paragraph 5.60.1.3 added mandatory IETM functionality requirements referencing Appendix B.

Paragraph 5.65.1.1 added SVG as an allowed file format.

Paragraph 5.68.1.1 emphasizes using Joint Services Information Codes and requires project-specific variants to be documented.

Paragraph 6.7 added new section addressing Technical Order Authoring and Publishing (TOAP) system issues.

Updates to Joint Service Publication Acronym List

The table was revised to include ICC (Integrated Combat Turnaround Procedures Checklist) and ICT (Integrated Combat Turnaround Procedures Manual).

Appendix A Changes

Paragraph A.3.1 clarified information presented in this appendix.

Various Business Rules Decision Points (BRDP) were updated:

  • BRDP-S1-00008: Office symbol changed from AFLCMC/LZA to AFLCMC/LZPTP
  • BRDP-S1-00058, 00061: Updated guidance on STINFO destruction notices
  • BRDP-S1-00125: Recommended hotspot usage
  • BRDP-S1-00127: Clarified leading zeros guidance for item numbers
  • BRDP-S1-00172: Recommended minimizing footnote usage
  • BRDP-S1-00344, 00347, 00348: Shifted preference toward Model-based ICNs
  • BRDP-S1-00374, 00375, 00381: Changed CIR requirements to preferences
  • BRDP-S1-00550: Updated AF JSITWG representative location

Appendix B - New Mandatory and Optional Functionality Requirements

Appendix B was added to identify required IETM functionalities (B.2) and optional functionalities (B.3) available for selection.
